WTC was preventable, and only the administration in power could have prevented it.

Read the article again, and pay attention to the dates this time.

We went over the various commission reports here in some detail. It must be horribly frustrating for Moyers that they didn't come to the same conclusions that far more perceptive and intelligent people like himself came to.
