I think I heard him say he supported the idea of no child left behind, but that he believed the idea was seriously flawed, therefore while it has his wholehearted support, he could vote for it, although he would have voted for it, if it had been written in a different form and included a provision granting full body armour to our troops, but even then, only if said body armour was manufactured in a unionized manufacturing facility in Ohio.
