Desert drainage patterns differ little from tropical.
The drainage pattern, whether dendritic, trellis etc, is mostly dependant on slope, rock type and faulting, not on frequency of rain. Even karstic drainage develops in the desert, just more slowly. Distribution of precipitation is another issue. I guess that what the authors intended to address are the unusual drainage patterns on Mars that just suddenly start and stop without apparent reason.
