People who buy anything advertized on pop-up ads or from spam emails should be granted the same considerations from society as graffiti artists and those people who paint their names and child molesters.

Their names should be publicized, so that every spammer can get to them, their addresses should be published so that people could drive by and point them out to their kids, they should have big signs on their front doors.

It's like drugs, maybe. If no one bought them, there wouldn't be a problem. The spammers are only following the law of supply and demand, can't hardly blame them, but the folks who support them, encourage them, pay for the machines that write the spam that connects to the internet that sends them out might be subject to reason.
