GPS signals are incredibly weak
Incorporating a GPS receiver into a tracking device is a good idea, but there are some big limitations. My GPS receivers, even ones with pretty big antennas, have a hard time locking onto the signals when indoors. The tracking receiver could broadcast the last known position, but it might not be able to give an accurate position of someone being held indoors or in an obstructed area.
