Appointed by the US, in fact, not able to enact laws or change the edicts handed down by Bremer, having no control over foreign armies on it's soil who are fighting its' citizens, it's a puppet by any stretch.

Czechoslovakia, Bulgaria, Rumania, Hungary, etc., all of those were Soviet puppets and recognized by the UN.
