That is an incredible misuse of the term.
Nowhere in Iraq is anyone in power over the state advocating, as did Saddam, the use of terror.
As to calling Allawi a liar, I would suggest that you are the liar, and not Mr. Allawi.
Once again, if one simply reads and accepts what American media claims, one is believing a lie.
