There's a truly terrible and hilarious joke in there, but I wouldn't touch it with a 10 foot pole.
In answer to your question, though, I'd say they have to be absolutely, incredibly mind-bogglingly stupid, and that's pretty darn stupid. Not only are they not qualified to run our lives, if they ran a restaurant, I wouldn't want to eat there.
But as for the "smartest people in the room" thing, I haven't bought that since I was a kid. If they're of average intelligence, I feel like we've dodged a bullet. (Some of you may feel that's an invitation to make some sort of derogatory comment about the President, but on that score I'll have to respectfully disagree.)
