He was referring to GW I, and why we stopped when we did.
He was not referring to the subsequent failure of Saddam to comply with the ceasefire, like Kerry did when he said, in 1997, we should go in alone and take out Saddam.
And in fact you, or one of your clones, has posted the same out-of-context quotes on Cheney before.
So maybe it is an inability to learn on your part?
