Sounds like Qaradawi and Kerry have a lot in common- both flip flop depending on the wind.
Google on Qaradawi:
"In our time, there appear a man pretending to be a Sheikh but in real fact teaching kufr through internet, TV programs, radios, magazines and so forth. The man happens to have gone astray and is influencing Muslims around the world with little knowledge of their religion to follow his footsteps - go astray. His name is Doctor Yusuf Al-Qaradawi. He has been giving fatwas which guide people to kufr. Just to mention a few; he gave fatwas such as the trading of Pork and Alcohol are Halal for Muslims who own private businesses; and even dared to reach the extent of insulting Allah Subhanehu Wata'ala and Our Beloved Prophet Muhammad, sallallahu ^alayhi wa sallam."

"A lot of people nowadays give the early Muslim Brotherhood in Egypt, which formed al-Qaradawi, a pass. But they forget the vigilante attacks on Egyptian judges, the assassination of a prime minister, and the attacks on Egyptian Jews, by the Secret Apparatus of the party in the 1940s. The MB in Egypt nowadays has evolved more toward the mainstream, though there are extremists at the fringes. Al-Qaradawi came out of the old Muslim Brotherhood before it turned toward parliamentary politics, and still worships the false idol of terror."

Anyways this guy is from Egypt. Iraqis generally would prefer that these foreigners would stop trying to interfere with their country becoming a free and peaceful country.
