First, we should have commited more troops to Afghanistan! We had less units in the field in a country than there are policemen in New York City!
We had troops around that area (Saudi Arabia and Kuwait) and could have moved them in. We could have move other away from the planned invation of Iraq and successfully captured him. The military execute orders from above and if Bush had said make bin Laden the number one goal they would have moved mountains to achieve that goal.
