Budget cuts at NASA started before Apollo 7 !
I'm reading a book "Apollo, the lost and forgotten missions" and read lots of other books about the subject and it's a fact that Apollo didn't turn out to be the program that had been hoped, after the Apollo 1 tragedy. Johnson had pushed the program to amazing levels but slowed it down too.
Besides, even if Nixon had voiced a lot more support, there was the congress which heard signals from the publics with the expected consequences.
