The "drug problem" is created by do-gooders who have decided that drugs should be banned for the "benefit of society". It will NEVER work, any more than prohibition of alcohol worked.

I don't blame the Afghans for making a few bucks. As long as people are STUPID enough to use heroin, etc, the market will supply it. No matter what measures are taken to prevent it.
