How to tell if you're winning: 1 - After the CinC says "major combat is over - - - "
Then major combat is over.
2 - The country is safe for travel by occupying forces. (There are no large "no-go" zones.)
3 - When the CinC says "MISSION ACCOMPLISHED" it means more than the oil fields are secured for Halliburton.
4 - The capital city is safe for the occupying force, with no need to live in barricaded areas.
5 - The larger cities are under the control of the occupying force.
The idea that all of the fighting is "winning" is a real Orwellian use of the language.
