The issue is moot
In case anyone hasn't noticed, France and Germany do not have tens of thousands of troops trained for such roles. The EU folks have parasited off the US armed forces strength for so long that even the Krauts have let their armies atrophy as they shifted their tax revenues into transfer payments for the voting public to ensure re-election. Unlike the UK, troop participation by Old Europe would be more symbolic than substantive.
