Looks like Saddam was keeping his WMD program on life-support.
He was trying to keep it alive enough until he could convince the UN he was a good boy. His plan was, once the UN inspectors left, he could get back on track on his WMD program. That would explain why we found everything associated with WMD, scientist, instructions, ingredients and facilities, everything except for new weapons.
So had we not taken Saddam out, my kids would be fighting a well armed Iraq in a decade or so. Or worse, living in an America where Iraq made WMD are in the hands of terrorist, and destroying our cities.
