MacArthur was in charge of the Asian war, and competed with the European war for resources. A forceful advocate for himself, first, and for his arena, as he should have been. HOwever, due to the war in Europe he very often didn't get what he wanted.

Anything which prevented him from getting what he wanted was, by definition, wrong.

And, God knows, the guy was outspoken.

However, the point was?
