"General Petraeus and Dr. Allawi have disagreed on the pace of fielding Iraqi forces, military officials say, with the Iraqi leader wanting more troops, faster, and General Petraeus wary of pushing the Iraqis too quickly into what one American official called "a rush to failure." "
I think Allawi is right. Hire lots of them.
In fact they should even consider the draft- get them doing something.
But you should also have different qualities of security forces. Elite soldiers and elite polices and elite firefighters. Focus your training and equipping with the elite forces. The serious security forces will want to be in the elite forces, but you also regular security forces and step below that you have the grunts. In the lowest level you can have part time, in training, people who just want a job- any job- types. You select for your regular security from the grunt pool. The lowest level should focus on group cohesiveness type things- play sports, camping, pick up litter, environmental awareness, all kinds of crap. Specific training can be offerred but it doesn't need to be constant and intensive.
