But it's hardly participating in a major action. Nore do any of your previous responses answer the question of why France was so obstructive towards enforcing UN sanctions. France can't legitimately claim the UN is the answer while preventing it from being one. I'm also waiting for an explanation of what is a more severe consequence than military action since 1441 threatened "the severest consequences".
