I have friends ni Lufkin and will ask about it
This is the most interesting thing you have posted, Lindy.
The build is not quite right for a dog, so I doubt, from what is in the article, that it could be a really mangy dog.
But the quality of the skin and the comments about the skin quality and about no carrion eating animals getting at it makes me wonder if it isn't heavily diseased?
The large rear leg-to front leg size is interesting.
Dog breeding has gotten into some extreme morphs, but this is odd.
I am not sure when I will speak with my friends, as they travel quite a bit, and if it has been ignored in the Lufkin area, I may find out little.
But this is definately interesting.
