The problem with your analyze is; as we capture and kill terrorists they continue recruiting and the war in Iraq is a great recruitment tool for terrorists. They have cells here (USA) and in other countries.

I think bin Laden is no longer the head of this terrorist coalition and it won't matter if we capture him or not. They would just pick another spokesman.

I my opinion most of their plans go in directions they hadn't planned.
And they will in their ineptitude again attack the USA. This time they plan to kill or injure 4 million people! Few methods of attack give that large a number of casualties.

We need someone when the intel comes in that can understand what attack is planned and stop it. This isn't Bush! Bush quotes his own National Security Advisor. "...nobody could have imagined...a plane being used as a weapon and being driven into one of our buildings."

Problem is people had imagined it and had sent reports to the National Security Advisor's desk on the subject. Almost anyone who works around planes could imagine a fully fuel plane could be used as a weapon. The least they could have done is check to see that jets would take off at a moments notice and shoot down planes.
