Ignores the deliberate attacks on civilians to give terrorists credibility as just trying to liberate their country. Elections are slated near term. Iraqi's will be electing their own government and restoring their soverignity. They would do so with massive UN oversight to ensure fairness if the "freedom fighters" weren't so busy trying to scare them off and prevent the elections being viewed as legitimate.
