"Dana Perino, spokeswoman for the White House Council on Environmental Quality, said the council's work "is part of the $8 billion the Bush administration has committed since taking office to climate change research. It reaffirms the importance of moving forward with the president's sensible strategy to address emissions in a way that keeps our economy strong." "

What is really needed is further study on this issue. And the Bush administration is taking this issue seriously.
The report will be coming out on Nov 9. I will read it. [I doubt that Bowser will bother to read it.]

This is a very complicated issue which hasn't been improved by all the political hype and lies. And this report will be one part of an ongoing process of getting a better scientific understanding of this issue.
Once we get more scientific understanding of this issue, we can make rational decisions about what to best do about it. I think is is quite possible the CO2 emissions by human is not a significant problem. I could see the possiblity that in the future action will taken promote the release of CO2. But, if human activity is increasing global CO2 levels by a significant amount and if reducing CO2 levels would be something which would be required, the best way of currently achieving this in regards to America is by building more nuclear reactors in the US- if we were to generated 60% of our electrical need from nuclear sources [like the French are currently doing] this would significantly reduce CO2 emissions in the US. And the Chinese making somewhat portable and safe nuclear reactors would also be a good solution to this problem.
Of course in the longer term, I see the space environment as the real avenue of solving these types of problems. One aspect of this is we need more work done in the area of transferring electical power- lasers and microwave transmission could transfer power over thousands of miles [obviously without transmission wires]. Nearer term this could have uses solely on energy transfers between of areas on Earth. This would allow energy generation in areas isolated from urban locations- wind farms, solar farms, nuclear energy "farms", ect. And of course in longer term you can have power generated in the space environment- GEO, Moon, etc. In space you of course can have solar energy, but also their are safety and security advantages to generating nuclear energy [fission and fision] in the space environment.
