That could pose some problems

Satellites are designed to operate in specific orbits. Some Russian military satellites were designed to operate in inclinations that are lower than you can easily reach from a high latitude launch site like Plesetsk. Either those satellites will have to be operated in higher inclination than intended or they'll have to burn a lot of energy to lower the inclinations after launch.
