It sounds like the OEM software issue is a grey area of legality.

I wonder what Microsoft's official position on this is...It sounds like the resellers of OEM software are using a loophole by selling a insignificant piece of hardware (such as a cable) with the OEM software to get around the requirement that it be bundled with the hardware it will be used with...

Anybody else ever looked into this?
