Without the benefit of analysis, it seems that you wouldn't have to do it all in one maneuver. Once a spacecraft has achieved aerocapture, it's relatively easy to drop the apogee out of the radiation danger zone quickly. If you keep the perigee fairly low and increase drag (inflatable) and/or do a perigee burn, you can lower the apogee in a hurry.
