Sounds a lot like emigrating to the United States

only without the national quotas. And they helpfully give people information to help with their job searches.

BTW, trotting across the Rio Grande isn't what it once was either. I took a passport application from a pretty young woman who had been travelling to Mexico with her colleagues, all men, using her birth certificate and driver's license. She was applying for the passport because a) she was told the rules would be changing relatively soon, and b) she wanted to avoid being strip searched at US Customs for a third time and thought a passport might possibly help. She's of German descent, but has rather a darker skin tone than most Germans. She thinks that that's probably why, plus she was a woman travelling in the company of several men. None of the men, interestingly, were strip searched.
