Instead of moving thousands of soldiers around the city and setting them up, which takes quite a while, perhaps a lightning strike would work better.

1. Find out roughly where they are.
2. Put a few hundred soldiers into troop carrier helicopters.
3. Send in 50 Apache attack helicopters and a couple of dozen F-16s.
4. Have the Apaches and F-16s work over the area brutally.
5. As soon as the aerial attack is done, send in the troop carrier helicopters to mop up.

The entire operation should not take more than 50 hours. From the time that it starts, the bad guys will be pinned down and hopefully unable to escape.
