Only an idiot would think taking Fallujah ends the fighting. This is going to be a campaign across western Iraq, and it's going to take a while.
If the insurgency is kept moving, it's going to be whittled down. There aren't any underground tunnels connecting all these cities. Also, running terrorists have a lot of trouble building car bombs.
