This idea not only takes Big Brother to a whole new level, it will bloat car prices, probably cost more to run than the tax is worth, and it neutralizes a major incentive to use less gasoline. You see, we already pay gas taxes, and guess what: the more gas you use (the more miles you drive), the more you pay! You can get out of paying these taxes by burning less gas for the same miles, i.e. buying efficient vehicles. If you're taxed by the mile anyway, what's the point?

And the article mentions "massive" new departments. Goodie.
