Germany is still trying to recover from their own reunification. Most of the social parasites in Germany are East German leftovers.
Sometimes I wonder if it wouldn't be better to try and rehabilitate such countries as separate entities, establishing capitalist foundations and using international financial help where necessary. Reunificiation puts an awful lot of the load on one capitalist country, and frankly, South Korea is no more responsible for North Korea's condition than any other free nation is.
