There is a very simple and effective way to penetrate ANY bunker. Mount an inert tungsten carbide projectile on an ICBM. A 100 kilogram WC penetrator impacting at 6,000 meters per second could easily pierce 200 meters of reinforced concrete or 30 meters of solid armor steel. One might think that an inert warhead would be useless, but that is completely false. As it emerges into each cavity, it releases a shower of white hot deadly spallation moving at well over 1,000 meters per second.

No fallout, political or otherwise. Just destruction of the target and nothing else. We should convert our surplus ICBMs into bunker busters.
