re: solvents
Waaaaaay back in Chem 102, I learned that water is the most effective organic solvent, followed (but not closely) by ammonia. It's the ability -- almost an eagerness, if you'll excuse the anthropomorphism -- to dissociate a hydrogen ion.
A liquid medium may not be a requirement, but I'm banking that the presence of a solvent is.
