I forget where I saw it now, but I saw a balloon concept that basically blew around the surface like a tumbleweed, deflating when you wanted to sit still. Combined with the capacity to actually lift off if you expended enough energy to heat the envelope (a "tumbleweed" mode could get you stuck), you might have a nice rover idea.
