Nothing will change until drug prohibition is lifted and drug addiction becomes a medical matter handled by the addict's personal physician, rather than a criminal matter, handled by the police power. When physicians can treat addicts freely, or provide continuous supply of drugs legally, this problem will continue.
Education alone can prevent addiction.
Individual medical care alone can treat it.
The government needs to push the former and stay out of the latter. If we spent 10% as much on anti-addiction eduction as we do on prohibition, the drug problem would be of a much smaller size than it now is.
