The premise in this media hogpile seems to be that Bush and/or Rumsfeld can wave a magic wand and increase the size and equipment strength of the military, and that the only reason we have shortages is because they refuse to do this.

Any Senator complaining about this could propose a bill providing the funds and capacity needed. I have noticed that some of those complaining the loudest were among those who eagerly cut the hell out of the military and troops numbers during the 90s.

Here's your "peace dividend" right back at you, Senators and Congressmen.
