In Iraq, have we stopped to define what we mean?

Are we talking about establishing a representative democracy, or an absolute majoritarian system of rule?

Is any policy in existence that allows the US to say, "We have achieved our objectives here by _____________(fill in the blank)?

If the result is a duly elected theocracy based on the Shi'ia, do we count this as a success? If the election results terminate in a bloody civil war and Balkanization of Iraq, do we claim success for this?

And the overarching question probably should be "can democracy be successfully forced on another culture?"

I also have the suspicion that many that include themselves in the ranks of the neocons would like to package their brand of "Christian" religion as well as democracy on these people.

Lao Tsu and I would like to have explained what this administration policy is in this regard.
