If the report is accurate and it was a suicide bomber, then there was a massive breakdown in security. The investigation must find out how the bomber managed to get an explosive device inside the facility.

However, the fact that the bomb went off inside of a tent instead of a concrete building might be something of a blessing. As terrible as the carnage was yesterday, it might well have been worse if the blast were contained inside of a hardened building like the one under construction. There probably would've been even more deaths from concussion due to the blast effects reflecting off of the walls.
