There is some good comm relay capability in orbit around Mars, but not enough IMO to support a really robust set of rovers and satellites. In addition, the navigation capability would have all sorts of benefits for landers and rovers. It would allow much higher precision landings in areas that may not be accessable otherwise. A navigation capability would also be very useful for rovers, eliminating the guesswork as to a rover's location and travel.
