I have worked developing software for industry for 25 years, and most IT managers show absolutely no interest in the projects. Of course, there are exceptions, and you are one of them. Good for your. But you are in the minority.
Let me illustrate. I was working for a very large company which had the absolute best IT manager I have ever met. The IT manager there was a marvel of efficiency. She knew exactly what each project was about. She spend half of her day walking around talking to everybody on the floor about their respective projects. If there was a problem, she knew about it fast, and took steps to correct it. As long as she was running things, projects succeeded. Naturally, she was let go.
Her replacement, also a woman (I am not prejudiced against women in management, as the previous paragraph clearly demonstrates), came to work maybe once a week for an hour or two. She did absolutely nothing. She never talked to anybody about their projects. She had no idea of what the projects were about and didn't care. I have absolutely no idea what she was doing for her salary. There were rumors that she was sleeping with the right people. Maybe so, maybe not, but she certainly was not managing the IT department.

- I think I see your problem.
- It is not MY problem, it is an industry-wide problem. IT managers do not even try to get projects to succeed. They just assume failure and spend their effort looking for someone to blame. (n/t)

- Then you are one of the exceptions.
- I must also work with an awful lot of exceptions also
- I see indifference and incompetence at ALL levels. Of course, the higher they are, the dumber they are, and the less interested in what is actually happening. The big bosses don't seem to do anything… (n/t)
- Depends on the Boss.
- Well, you are very lucky to have worked with non-idiot managers, who are in the minority. Congrats. (n/t)
