1) The HST needs to be repaired in a short term frame.

2) Earth based telescopes will otherwise make the HST obsolete.

3) The HST will have instruments gradually failing and rendering it unusuable for science.

It should be repaired by a shuttle crew or left alone and re-enter on its own.
