I think this is a farce. First, it hasn't worked. Second, the reasons below.
A New Osama Push "The U.S. State Department has begun a media blitz to remind Afghans of the $25 million bounty for al-Qaeda's chief" Anyone who would try to collect would clearly be in Afghanistan or Pakistan, near al Qaeda, AND wind up in Guantanamo, AND without $25 million, AND have a life that wasn't worth anything to anyone. Guantanamo may be the only safe place in the world for 'em. Arf
