Clementine was mostly a technology demonstrator
The imagers on Clementine weren't by any stretch high resolution but they did cover serveral spectrum ranges from IR to UV. They basically wanted to test a lot of technology developed for SDI and designed a mission around it. Still, Clementine did return a lot of useful information, including the first hints there may be ice at the lunar poles.
