Is Pilinger a "bad" guy - or just a man without enough resources?

While I am saddened that Beagle 2 did not accomplish its mission along with the fact that it apparently did not get enough support both financial and "moral", how badly is Pilinger to blame for all this? I know if I had even a small chance of getting a lander on Mars I would do everything possible to make it a reality.

If he had been given the resources we need, likely the probe would have worked and we'd all be singing a different tune now. I do not know the man, only what I have read, and I am just curious if someone could sort out the details, thanks.
