His justifications should logically shoot down all solar system exploration other than the Moon! If you accept that an economy between Earth and the Moon can exist near term and that billions spent will be recovered in that same time frame. We currently project decades till we have either a hydrogen economy or fusion both necessary for his argument to be valid. Maybe he should be trying to get all science allocated money spent on fusion research as Bush has reduced this funding considerably.
