What the article doesn't answer...

is who gave all those warnings to the FAA? Was it the FBI, the Intelligence Community, informants, other government agencies?

It doesn't say much about the nature of the warnings beyond Of the FAA's 105 daily intelligence summaries between April 1, 2001 and Sept. 10, 2001, 52 mentioned Osama bin Laden, al Qaida, or both, ``mostly in regard to overseas threats.'' There just isn't enough meaningful information in the brief article to draw many conclusions.

In retrospect, several government agencies had pieces of information but none managed to put them together (connect the dots). Shortly after 9/11, I read an excellent article that summarized which pieces of data were known to which agencies, but not put together to show the big picture. I wish I'd saved it. Part of the problem was due to the barriers erected between law enforcement agencies and intelligence agencies. Part was due to turf wars. Part was due to simple bureaucratic bungling.

Fortunately, some of those barriers have been addressed starting with the Patriot Act and restructuring organizations to form Homeland Defense, but turf wars and bungling aren't likely to be solved by any piece of legislature.
