Actual killing
Up to 2000 Iraqis died in operation Desert Fox. Iraqi sources (not that trustworthy) cited more.
Net change in Iraq's situation: zero. What did those deaths buy? At least the first Gulf War got Iraq out of Kuwait, although Iraq remained a tyranny.
While certainly the current war has cost many more Iraqi and American lives, real change is possible, and even looking likely. If Iraq succeeds in leaving tyranny for democracy, they may decide it's worth the Iraqi lives. That's a judgment only Iraq will have the right to make.
