There is not much to negotiate
The top dogs in the Syrian based Baathist opposition are mass murders. Those people were involved in the mass killings of Shiites and Kurds. The folks recently elected to power in Iraq are mostly Shiites and Kurds. The best deal that they could offer to the Baathists is a long prison sentence versus capital punishment. I don't think that will interest the Baathists.
