Like bombing Pearl Harbor on a Sunday morning.
If you read Richard Clark's stuff, even the stuff he claims was 'policy' was not more than think pieces and general ideas.
The NSA is a policy level posiition, and does not have peoeple in the field. The gap ni capability that was made terribly clear on 911 is why we have the Patriot Act and Homeland Security.
