Yes, Apollo 13's landing site was Fra Mauro as well.
But had Apollo 13 landed successfully, Apollo 14 would have landed at Littrow (which was later chosen for Apollo 17), then both would have taken laser reflectors.
But much earlier, Apollo 14 had also been selected for Censorinus which is too close to Apollo 11's landing site for a laser reflector to be worth it.
